Since October 2001 until August 2002, the Applied Cryptography and Security Laboratory and NIC Chile (all the three belonging to the University of Chile), did consulting to the Chile's Internal Revenue Service (SII) for the implementation of a digital version of the invoices and related documents.

Because of this consulting, NIC Chile (representing the University of Chile) was invited in August 2002 to become part of a pilot project, with a selected number of enterprises, of an implementation of digital invoices. NIC Chile then developed its own software for invoicing and in 2003 it published the first open source libraries for digital invoices to the comunity.

Nowadays, with some years of expertise in digital invoicing, the Research Laboratory of NIC Chile (NIC Labs) publish a new version of the libraries with several improvements based on the experience.
